Ukraine’s Vision 2035: Strategic Guidelines for Recovery and Development

The Ukraine Rebuilding Alliance joined the presentation of the book “Ukraine’s Vision 2035” — a large-scale foresight project developed over more than two years by over 250 experts from various fields.

The study, prepared by the Ukrainian Institute for the Future in cooperation with Superheroes and MHP, represents one of the most comprehensive attempts to outline possible scenarios for Ukraine’s development in the medium term.

The book is based on an analysis of global economic, technological, and social trends, as well as the challenges the world is expected to face by 2035, including increasing turbulence, geopolitical instability, accelerated innovation, and institutional vulnerability.

The author team set an ambitious goal: to model solutions capable of preventing the worst-case development scenarios. As emphasized during the presentation, Ukraine’s future can not only be anticipated but also deliberately shaped.

Special attention in the book is given to nine fundamental principles shaping the vision of Ukraine in 2035 — ranging from security, long-term strategy, and economic growth to inclusiveness, self-sufficiency, and the mindset of a global nation. The proposed targets are deliberately ambitious, including: GDP per capita of $30,000; average annual economic growth of 15%; 40% of exports consisting of high-tech products; Ukraine’s inclusion in the Top 20 of the Global Innovation Index; and the attraction of up to $150 billion in foreign direct investment annually.

The book also presents a set of flagship projects intended to form the foundation of a new national economy. Key areas include the establishment of a National Wealth Fund, the development of infrastructure corridors, the formation of a hydrogen economy, the modernization of the Dnipro River as a transport and energy system, and the renewal of the country’s base energy sector.

For the team of the Ukraine Rebuilding Alliance, these areas are well known. In our work, we consistently analyze the transformation of the energy sector, the potential of the hydrogen economy, and the role of large-scale infrastructure in Ukraine’s recovery and long-term development. Therefore, it is particularly important for us to see these approaches reflected in strategic visions for the country’s future and to recognize the formation of a shared framework for further cooperation.

We are grateful to the project’s authors for the scale and depth of their work. Such studies serve as an important reference point in shaping our own initiatives and decisions. We share the approach in which key recovery areas — energy, infrastructure, innovation, and new economic models — are viewed as a unified system for the country’s long-term development.
