Biography of Yuriy Maslov

 

Yuriy Maslov is a highly qualified manager with over 25 years of experience in finance, public administration, international projects and politics. He is a renowned economist, experienced lecturer, expert in corporate governance and an active public figure who currently focuses his efforts on the recovery and European integration of Ukraine.

 

Education and Science

Yuriy Maslov’s path to knowledge began in Odessa, where he was born on 7 June 1968. In 1989, he graduated with honours from the Odessa Institute of National Economy (now Odessa National Economic University) with a degree in “Accounting and Business Analysis”, which laid a solid foundation for his future career. His desire for academic development led him to obtain the following degrees:

  • Candidate of Economic Sciences in 2008 (thesis: ‘Planning the Financial Activities of a Bank’).
  • Doctor of Political Sciences in 2015 (thesis: ‘The Formation of a Modern System of Government in Central and Eastern European Countries’).
  • Since 2020, Yuriy Maslov has been an academician of the Academy of Political Sciences of Ukraine.

 

Professional Career: Finance and Management

Yuriy Maslov’s experience spans both the private sector and public administration, demonstrating his versatility and managerial talent.

Banking (1993–2009): For many years, Yuriy Maslov successfully managed large banking structures:

  • FUIB (1993–2003): For ten years, he headed the Odessa branch of the First Ukrainian International Bank and was a member of the Management Board. Under his leadership, the branch achieved significant success.
  • Ukrsotsbank (2003–2009): He managed the Odessa regional branch and was also a member of the bank’s Management Board. Here, he focused on introducing new products and supporting business.

 

Public service (2010–2011): Yuriy Maslov applied his extensive experience in government service, working on strategies of national importance:

  • Ministry of Economy (2010): As an advisor to the Minister and Director of the Department for Coordination of Regional Economic Policy, he developed strategies for attracting investment and regional development.
  • Antimonopoly Committee (2011): As an advisor to the Chairman, Director of the Department of Competition Policy and Head of the Odessa Regional Branch, he worked to create a fair competitive environment.

 

Political and Public Activities

Yuriy Maslov has always been actively involved in public and political life, focusing his efforts on the development of the region and the country.

  • Deputy activity: He was a deputy of the Odessa City Council (XXII, XXIII convocations) and the Regional Council (IV–VII convocations). As head of budget committees, he introduced transparent mechanisms for financing important projects and participated in improving the budget process.

Public activities

  • Association ‘EU Strategy for the Danube Region’ (President since 2019): This organisation brings together local authorities from four Ukrainian regions in the Danube region.
    • Mission and objectives: To promote Ukraine’s integration into the European area through the development of the Danube region, strengthening cross-border cooperation and economic competitiveness. This includes building transport corridors, modernising ports, protecting the Danube ecosystem, developing tourism and supporting business.
    • Activities: The association coordinates actions to strengthen the scientific, technical, investment, tourism and cultural potential of Ukrainian regions. It actively supports participation in cross-border cooperation programmes (e.g. ‘Romania-Ukraine’) and international initiatives, strengthening the position of Ukrainian communities. Yuriy Maslov also chairs the Lower Danube Basin Council (since 2018).
  • Ukraine Rebuilding Alliance (Chair of the NGO since 2022): An organisation coordinating efforts to rebuild the country.
    • Mission and Goals: To coordinate international aid for the restoration of infrastructure, the economy, and the social sphere. Particular attention is paid to energy efficiency, alternative energy sources, and the creation of comfortable conditions for the return of Ukrainians.
    • Activities: The Alliance is actively working to establish partnerships and attract resources for reconstruction. Important memoranda and agreements have been signed with construction companies, NGOs, businesses and government agencies, bringing together the resources of more than ten Ukrainian and international organisations.
    • An important component is advocacy work in the international arena: participation in forums (Ukrainian Week in Washington, ReBuild Ukraine in Warsaw, Kyiv Security Forum, Odesa Black Sea Security Forum, etc.) has allowed us to establish strategic ties with partners, in particular the United States and South Korea, and to convey our vision of Ukraine’s investment attractiveness.
    • In 2023, the first Korean-Ukrainian Forum was held in partnership with the Korea Ukraine New Building Association. Energy independence is a priority: together with the Ministry of Energy Efficiency, work is underway on projects for decarbonisation and energy conservation; solutions for maximum energy efficiency in renewable energy projects have been presented in the United States. The Alliance also responds to immediate needs: it supplies anti-drone systems to protect communities and infrastructure, held a volunteer forum in Izmail (2023), and presented a concept for the modernisation of the Rehabilitation Centre for Veterans in Washington.
    • In cooperation with the Department of Internal Policy of the Odessa City Council, a forum entitled ‘Youth & Politics: Points of Contact’ was organised for over 100 young Ukrainians, demonstrating the willingness of the new generation to participate in the reconstruction.
    • In early 2025, thanks to the support of the Ukraine Rebuilding Alliance, a mobile emergency power source was installed in the Podil community — an innovative complex with a diesel generator, a photovoltaic system and batteries. In the event of a power outage or damage to the grid, the mobile unit can quickly provide electricity to key facilities. This significantly reduces the community’s dependence on critical infrastructure and increases resilience during power outages. The unit has a capacity of up to 5,000 subscribers, supporting the operation of hospitals, schools and other critical facilities in crisis situations. Today, the Alliance continues to work on the deployment of such energy solutions throughout the Odesa region.

Pedagogy and Science

Yuriy Maslov’s many years of practical experience in the financial sector and public administration are inextricably linked to his scientific and teaching activities. It is this deep expertise in real management processes that allows him to effectively combine theory with practice, enriching the educational process and scientific research with unique insights. His pedagogical approach is based on the transfer of not only academic knowledge, but also valuable experience gained in management positions.

  • Teaching career: Since 1998, he has worked at the Odessa National Economic University, rising from senior lecturer to professor and vice-rector for scientific work. He has taught a wide range of subjects: philosophy, history, political science, and banking. He has also collaborated with the Mykolaiv National University of V.O. Sukhomlynsky.
  • Course ‘Corporate Governance’: Drawing on his extensive practical experience, Yuriy Maslov has developed a unique course on corporate governance at ONEU, providing students with valuable first-hand knowledge. He is also a full member of the Professional Association of Corporate Governance.
  • Scientific achievements: Yuriy Maslov is the author of over 70 scientific works on economics, politics and cross-border cooperation.

Preservation of Cultural Heritage

Yuriy Maslov pays considerable attention to supporting culture and preserving historical heritage.

Recognition

For his fruitful work, Yuriy Maslov has received numerous awards, including:

  • Orders of Merit, II and III degrees.
  • Honorary title of ‘Honoured Economist of Ukraine’.
  • Honorary certificates from the Verkhovna Rada, the Cabinet of Ministers, and the National Bank of Ukraine.

Personal life and principles

Yuriy Maslov is not affiliated with any political party. He is married and has a son and a daughter. His activities are guided by the principles of professionalism, innovation, and care for cultural heritage. He is convinced that effective management and implementation of modern solutions, particularly in energy efficiency (where he continues to work as an advisor to the Head of the State Agency for Energy Efficiency and a member of the supervisory board of the Decarbonisation Fund), are key to Ukraine’s sustainable development.
