State-Building and Human Capital in Ukraine’s Recovery

Sustainable recovery of the state is impossible without people who understand the logic of public administration, the role of institutions, and the responsibility behind governance decisions. We place special emphasis on educational initiatives that shape a new culture of state-oriented thinking.

One such initiative is the national educational and professional program “Derzhavotvorets: Generation of Resilience”, which brought together young professionals from various regions of Ukraine. Within the program, participants had the opportunity to gain a comprehensive understanding of the principles of state institutions’ functioning, public policy formation processes, and the role of the human factor in the effectiveness of public administration.

Among the participants was Mykyta Laktionov, Deputy Chairman of the Board of the Ukraine Rebuilding Alliance. According to him, the key value of the program lies in creating an environment for cross-sector dialogue:

“The program makes it possible to view the state as a system in which rules and procedures function only when they are supported by competence, consistency, and a shared vision of purpose. This is critically important for recovery processes.”

Special attention within the course was given to interaction among representatives of civil society, public authorities, business, and the educational sector. This format enabled participants to discuss real challenges — from trust deficits to the complexity of long-term planning — and to seek solutions at the intersection of diverse experiences.

We are also convinced that rebuilding the country is not limited to infrastructure projects. It is, above all, systematic work aimed at strengthening governance capacity, developing human capital, and fostering a culture of responsible state-building. Only under these conditions can the state function effectively and sustainably.

Such educational initiatives create the foundation for the emergence of a new generation of professionals capable of working with state processes in a professional, transparent manner and with a focus on long-term results — a necessary condition for Ukraine’s sustainable recovery.
