Ukraine is facing unprecedented challenges due to the war and systematic attacks on critical infrastructure. Energy security has become one of the country’s top priorities. As a strategically important region, Odesa demonstrates how joint efforts can not only address current threats but also lay the foundation for a sustainable future.
On April 2, 2025, a Memorandum of Cooperation was signed between the State Agency for Energy Efficiency and Energy Saving of Ukraine, the Odesa Regional Military Administration, and the Odesa Regional Council. Its goal is to establish a Regional Office for Decarbonization and Energy Efficiency, which will coordinate efforts among government agencies, local authorities, businesses, and the public in the fields of energy conservation, renewable energy development, and carbon footprint reduction.
Immediately following the signing of the Memorandum, a mobile emergency power source was presented in the Podilsk community. This innovative complex, equipped with a diesel generator, a photovoltaic system, and batteries, is designed to provide electricity in case of power outages or network damage. The mobile unit can quickly supply key infrastructure facilities with electricity, significantly reducing the community’s dependence on critical infrastructure and enhancing resilience during power disruptions.
“This system can supply electricity to up to 5,000 consumers, ensuring the operation of hospitals, schools, and other essential facilities in crisis situations. In the future, similar systems could be deployed across the entire Odesa region, creating a network of mobile energy solutions for communities. This experience could also serve as a foundation for scaling the project at the national level, attracting new investments and partners,” emphasized Yurii Maslov, Head of the Ukraine Rebuilding Alliance.
The project was developed by the Odesa Regional Office for Decarbonization and Energy Efficiency in collaboration with the Ukraine Rebuilding Alliance team, with support from GIZ. It addresses the region’s urgent energy needs amid the ongoing crisis. Together, we are building a future where energy security and sustainability become the norm for every Ukrainian.
