Housing for inclusive and sustainable recovery in Ukraine

In the current context of Ukraine’s recovery, the issue of housing is becoming particularly relevant. Everyone knows the problems with housing in Ukraine: outdated housing stock, unregulated rental relations, huge housing waiting lists, and ineffective mortgage programmes. Addressing these issues requires a comprehensive approach and systemic changes.

‘The World Bank and the government of Ukraine are extremely concerned about the ineffectiveness of mortgage programmes. Young people, vulnerable groups and internally displaced persons cannot afford housing because they cannot service mortgage payments without compensation mechanisms. And such progressive government programmes as Ukrfinzhytlo and Derzhmolodzhytlo are good tools only for selective categories of the population. And this is a big problem for our society. We risk moving towards social stratification and economic inequality,’ said Yuriy Maslov, Chairman of Ukraine Rebuilding Alliance.

‘To solve this problem, our housing code needs systemic changes. Draft laws on changes to the housing code are already being discussed with the community in the form of public consultations, which is our European integration aspiration. And in this context, proper living conditions, quality of services, the possibility of creating businesses and jobs are key aspects for the return of our citizens.

‘Currently, my colleagues and I are actively working on the conceptualisation of the Ukrainian housing market. In the long run, this will allow us to attract private capital to rebuild Ukraine and create conditions for providing affordable housing for all segments of the population,’ added Yuriy Maslov.

In addition, the housing sector is a powerful engine of the economy. A single builder creates dozens of jobs in related industries, from the production of building materials to furniture and appliances. Restoration of the housing stock will contribute to economic growth and infrastructure development.

Therefore, the main driver of the recovery will be housing reconstruction. This will create opportunities for the return of Ukrainians and contribute to economic development. Attracting private capital and creating proper living conditions are key to ensuring affordable housing for all Ukrainian citizens.
