A New Stage of Energy Independence for Ukrainian Communities

Despite ongoing negotiations, Ukraine’s energy system remains under daily enemy fire. Massive shelling, destruction of critical infrastructure, and power outages have become the harsh reality the country lives in. In some regions, over 30% of energy facilities have been damaged or rendered inoperable. Small communities, especially those near the frontlines or in rural areas, remain virtually defenseless against these challenges. It is precisely for such conditions that a modern mobile emergency complex has been developed — a universal, transportable power source capable of delivering electricity where it’s gone dark.

This complex is a tangible, already operational solution. Its technical foundation is a hybrid system: a 40–60 kVA diesel generator, an integrated solar power station, and a battery unit. All components are housed in a single block mounted on a mobile trailer. The system is ready to operate within an hour of arrival and can provide uninterrupted power to up to 5,000 users — from hospitals to pumping stations, from schools to information centers. It includes an energy management system that automatically switches between power sources, saving fuel and enabling autonomous operation even during extended outages.

During a presentation in the Podil community of Odesa Oblast, this emergency complex proved its effectiveness. Following the signing of a memorandum on the establishment of a Regional Office for Decarbonization and Energy Efficiency between the State Agency for Energy Efficiency and Energy Saving of Ukraine (SAEE), the Odesa Regional Military Administration, and the Regional Council, the community received a state-of-the-art system capable of ensuring electricity supply even in the event of total blackout. The project was implemented by the Ukraine Rebuilding Alliancewith support from GIZ — a concrete response to a concrete threat: ensuring stable operation of critical infrastructure during wartime.

For the Ukraine Rebuilding Alliance, this marks another step in the implementation of its Energy Independence Program for communities in Odesa Oblast. This program is a core element of our broader strategy to rebuild and modernize the energy sector — creating a network of modern, mobile energy solutions that can ensure sustainable development and security in every community. It also contributes to attracting investment and strategic partnerships for the restoration of critical infrastructure.

We envision a wide-scale deployment of such complexes in every region, forming a bottom-up energy security grid — a pathway to resilience, independence, and a new model of mobile energy logistics. In the future, these systems will become the backbone of the country’s energy defense — just as a bulletproof vest is essential for the safety of every Ukrainian soldier.
