We are sharing important news for Odesa: within the framework of developing the Odesa City Territorial Community Development Strategy until 2027, three key documents have been prepared. They form the basis for future decisions and define the direction of the city’s development in the coming years.
The Ukraine Rebuilding Alliance team took an active part in the development of the Green Book for the Strategy. For us, this work was an opportunity to capture the real state of the city during wartime and to shape a framework for post-war development, with a focus on the opportunities that Odesa continues to preserve even under the most challenging conditions.
The Green Book brings together the key dimensions of urban life: security, resilience, the economy, human capital, ecology, culture, and Odesa’s identity. For the first time in a long while, the city has received a coherently structured vision of its development, where infrastructure, energy, water security, and mobility are directly connected to quality of life, youth development, veteran policy, the preservation of cultural heritage, and Odesa’s UNESCO status.
Participation in this work was a principled position for our team. We consistently advocate for an approach in which urban recovery integrates security, social, economic, and environmental dimensions. That is why it is important for us that the Green Book has become the foundation for the next stages — the White Book and the final Strategy — and that the community, its safety, well-being, and long-term resilience remain at the center of this process.
We hope that the developed vision will become a point of reference for the city authorities, the expert community, businesses, and civil society, and that strategic priorities will be implemented through concrete decisions, projects, and investments. We are grateful to the team of the “Odesa 5T” Grant Office, experts, partners, and all participants in the process for their trust, professionalism, and joint work.
